ARCSE Recognizes National Leaders

Congratulations to our 2023-24 ARCSE award winners who were recently recognized at the 50th annual meeting in Myrtle Beach. 

Barbara Osgood is the recipient of our Community Service Award. Barbara was recognized for her long-term impact on women’s careers in natural resource conservation and her involvement with a not for profit close to her heart.

In the early 1990’s Barbara was recruited to serve as the agency’s first sociologist. In her position, she had the opportunity to mentor many young women and she continued this important effort in retirement. Because of women like Barbara, an unprecedented number of women now serving in leadership positions in the agency.   

In the community Barbara works with Lab Rescue LRCP. Not only has she rescued and fostered at least 24 labradors – she continues to share her experiences, conduct interviews and help train other volunteers. Barbara authored the book “84 Paws: A Life With Old Labs” to tell the story of the important role these dogs have played in her life. Proceeds from her book sales go to Lab Rescue.

Nancy Paolini, New Jersey State Representative is the recipient of our Meritorious Service Award. Under Nancy’s leadership the state has become a national leader in increasing membership, member engagement, and activity over the past few years.

Recently Nancy’s leadership has resulted in 10 new members, increased contributions to the ARCSE newsletter, re-established contacts with the NRCS state office, and a significant increase in communication and exchange among fellow retirees. Nancy serves as a positive role model for the Northeast region and beyond. 

Arnold King is the recipient of our Distinguished Service Award. Arnold received this award for more than 20 years of dedicated service and leadership at all levels of the association. 

Arnold served as state representative, regional vice president, president elect, president and now he is serving as past president. He continues to be active in his home state of Texas. It is rare to have someone so dedicated to the progress of the association for such a sustained period.

As president, Arnold initiated the first ever strategic plan. He also led the effort to develop the MOU between NRCS and ARCSE to facilitate mentoring new employees hired to meet the agency’s expanded workload and priorities under the Conservation Title of the Farm Bill.  We thank Arnold for his leadership and dedication.

ARCSE is pleased to recognize these award winners and their contributions to the organization and their community.  Congratulations Barbara, Nancy and Arnold.
